How does SDL Registration work?

If your total annual salary bill is more than R500,000 you have to register with SARS for the SDL.

This requires submitting Form SDL 101. The process includes choosing the SETA (Sector Education and Training Authority) that best represents your company’s business activities. You also have to choose a standard industry code from the SETA classification guide to describe the actual nature of your business.

How do I work out which SETA to choose?

For SETA purposes, you determine the primary focus of your business based on the business activities of approximately 60% of your employees.

How do I pay SDL levies?

Levies need to be paid to SARS, which collects the contributions on behalf of the SETAs. Every month SARS will give you a Return for Remittance form, which helps you to work out how much you need to pay.

SDL levies are due within 7 days after the end of the month for which they are payable. Levies are to accompany the Return of Remittance form. Penalties and interest are charged for late payment.

Annual Training Report

You must also submit an Annual Training Report that contains proof of training expenditure, who provided the training and attendance registers for your employees who attended training. Bear in mind that it is always better to use an accredited training provider.

Your proof of expenditure should cover all training costs that you have incurred when training employees. If the training externally, you need to submit invoices for this.

What kind of training can I claim for?

There are 2 kinds of training that have recognised training providers for the purposes of the SDL:

  • Internal training – for example training undertaken by your HR department
  • External training – typically undertaken by dedicated training companies

You can also claim for training that has been assessed and moderated by Education Training Quality Assurance providers and Recognition of Prior Learning providers.
